The development and Reform Commission of the provinces, autonomous regions and municipalities directly under the central government, the price bureau, the China Railway General Company and the iron holding joint venture railway company of various countries:

To implement the "opinions of the CPC Central Committee and the State Council on promoting the reform of the price mechanism" (in the 2015 No. 28), deepen the price of rail freight market reform, the market plays a decisive role in the allocation of resources, and promote the sustained and healthy development of the railway transportation industry, decided to expand the railway freight market price adjustment range, simplify price structure, perfect price system. The following matters are hereby notified as follows:

First, the transportation price of all kinds of goods, such as railway container and LCL, and the transportation price of 12 goods, such as mineral building materials, metal products, industrial machinery and so on, shall be regulated by the market, which is independently formulated by railway transport enterprises according to law. See Annex 1 for the specific cargo category of vehicle transportation by market adjustment price.

Two, the electric power surcharge collected from the electrified section of the unifying tariff of the executive iron is incorporated into the unified freight rate of the state railway, and no longer will be collected alone. The government guided price of vehicle transportation is constant. The railway transport enterprises can be based on the basic tariff stipulated by the state, and within the range of no more than 15% of the floatation and the downward float, the specific freight rate must be determined independently according to the market supply and demand. The original vehicle transportation price number "No. 7" was adjusted to "No. 1". The rate of the benchmark freight rate for the freight transport of the whole vehicle is found in Annex 2.

Three, the implementation of market regulation of the freight, the railway transport enterprise according to the principle of legality, fairness and honesty ", establish and improve the internal management system of freight, clearly established, tariff adjustment measures, to determine a reasonable price level, provide consistent quality and price of the railway transport service for users.

Four, the railway transportation enterprises should strictly implement the State price policy and consciously standardize the price behavior. We should implement the stipulation of the marked price, distinguish the government guidance price and the market regulated price in the prominent place of the business place, publicized the specific freight rates of all kinds of goods separately, and voluntarily accept social supervision. Adhering to the principle of voluntary users, it is not allowed to force services, to impose charges, and not to take improper means such as price fraud to damage the legitimate rights and interests of the freight users.

Five, price authorities at all levels should strengthen supervision and inspection of railway transport prices, investigate and punish all kinds of price violations of railway transportation enterprises and maintain normal market order.
